I am a constituent from your district and I am writing regarding HR 623, Second Chance for Ex-Offenders Act of 2007 as introduced by Representative Charles Rangel of New York.
This bill, as written, would permit otherwise good, decent individuals who may have made a mistake in their past to re-enter society as productive members, by way of allowing for expungement of non-violent Federal offenses after the satisfaction of certain vetting criteria (community service, etc).
At present, there are no procedures for individuals who are subjected to Federal convictions to be granted expungement and summarily be allowed to move on with their lives (short of clemency granted by the President, which is nearly impossible to obtain without extraordinary influence). Individuals who are convicted of state level offenses (often times, crimes that are far more serious in nature) can receive clemency or expungement if they can prove good character. I believe this same basic moral precept should be extended to individuals who may have been subjected to Federal convictions as well. There is absolutely no reason it shouldn't be.
At present, we incarcerate nearly 1% of our entire population- more than any other nation on earth. With this enormous number of individuals being socially marginalized, our criminal recidivism rate is equally lopsided, as the most basic rights and opportunities are made all but unobtainable to these people. HR623 would directly serve to help remedy this pressing problem.
Congressman, I implore you to see this bill out of committee and through passage.
No one with the slightest moral compass believes that people who make one single mistake in their lives- be it as a result of youth, circumstance or otherwise- should be rendered onto the periphery of society and denied the ability to participate in all this great country has to offer. A large number of people in your district are counting on you, including people like (myself, my son, my mother, my brother, my father, etc). If you want to be "tough on crime", start by granting good people an opportunity to participate in our system in a productive fashion. Please get HR623 out of committee and pass it.

Copy, print, paste, lick a stamp and MAIL TO YOUR CONGRESSMAN.
Then CALL your congressman. Then call him/her again. Then call him/her every couple of weeks until you find out exactly what they're doing to get this bill passed.
Do not accept run-arounds or dodges. They are paid to work for you. You are their boss.
They owe you an answer to any question you ask them!

Note: States already have these expungement Statutes. That is every person convicted under State Laws can apply for expungement of his/her records whether non-violent or violent after a certain time.They can also get a Certificate of Relief of Criminal Disabilities which is as good as a Pardon. The Federal Government doesn't have any provision at all. Therefore,it's just a matter of fairness that Congress remedy to this inequality. States grant reliefs and Congress must pass a law to grant them also.
The 33% who have voted against in the survey should look themselves in the mirror and contemplate. They will soon see that they may have committed,many time not intentionally,one or more either State or Federal Crimes.
Do they know that sending a bum check to somebody in another State (inter-State Commerce) is a Federal Crime? that underpaying or not paying Federal Taxes is a Federal Crime? These are just two examples of many!
Federal Convictions even for minor,insignificant violations ruin the life of people forever. They are lifetime impediment to achieving the "American Dream". Whose fault is?
The answer is "Our Dictators in Congress"!
Just think. There are millions upon millions of citizens with Federal convictions. More than 65 millions and rapidly growing among our very young men and women. Almost anything today is a Felony.
Those convicted under Federal Laws, if involve drug possession or related to drugs, cannot live in Federal Housing Complex,nor they can visit their parents,grand-parents or even friends if they live there.Never. This prohibition never expires.
And there is more. Anyone with a Federal Felony Conviction,again, no matter how minor, cannot serve as a Police Officer, serve in the armed forces,except with a special waver, cannot easily obtain a professional license,cannot be able really to feed his/her family,cannot possess a Fiream or even a bullet for his/her entire life.
If caught with a firearm,even for self-defense or hunting or with a bullet found somewhere on the property or where one lives, the penalty is cruel: between 5 to 15 years in
jail! This applies even if the original conviction was for a non-violent minor crime.
The painful thing is that too many of our young people are affected by these inhumane U.S. Federal Laws and for them there will be no bright future unless the evil Congressmen/women and Senators in Washington,D.C. are called by their right names: TYRANTS and hold them accountable for their oppression over our people.
